BACKGROUND

•                     The existing 48-inch Plano West Side Pipeline Branches into two pipe segments to deliver water to the cities of Plano and Richardson from the Shiloh Pump Station, which is part of NTMWD’s south water transmission system.

•                     The first pipe segment, built in 1974, is the existing 30-inch pipeline along Renner Road and Point North Parkway between Custer Road and Richardson Delivery Point No. 2 (Water Line A).

•                     The second pipe segment built in 1975 is the existing 30-inch along Custer Road between Renner Road and Plano Delivery Point No. 3 (Water Line B).

•                     Both pipe segments connect to the existing 48-inch Replacement of Plano/Richardson West Side Pipeline, built in 2012, at the intersection of Custer Road and Renner Road.

•                     Administrative Memorandum No. 5906 in April 2023 authorized payment for the Total Cost of Construction for Water Line A per an Interlocal Agreement between the NTMWD and the City of Richardson.

•                     Administrative Memorandum No. 25-6088 in December 2024 authorized the award of the construction contract for Water Line B to S.J. Louis Construction of Texas, Ltd.

PROJECT PURPOSE

•                     The existing pipeline segment along Custer Road to Plano No. 3 has required an increasing level of leak repairs in recent years.

•                     This project, Water Line B approximately 9,100 linear feet of 36-inch water pipeline, replaces aging infrastructure and appurtenances serving Plano No. 3 to improve reliability and maintenance accommodation.

•                     In addition to Plano No. 3, the proposed pipeline will also connect the future Shiloh System Ground Storage Tank, currently undergoing improvements under Project No.101-0472-17, which was awarded construction by Administrative Memorandum No. 25-6180 in September 2025.

PROJECT COMPONENTS

•                     9,100 linear feet (LF) of 36-inch water pipeline and appurtenances

•                     Connection at Plano No. 3 on 15th Street east of Custer Road

•                     Connection at intersection of Renner Road and Custer Road to the existing Plano West Side Pipeline

•                     Stub out at future Shiloh System Ground Storage Tank

PROPOSED CHANGE ORDER

•                     PCO-012 - Additional services are needed for the resolution with City of Plano on the quantities for permanent paving along Dolphin Drive, Pitman Drive, and Custer Road - three roadways impacted by the 36-inch Plano West Side Pipeline. During pipeline installation along Custer Road, concerns were raised regarding the safety of the approved traffic control plan and compliance with City ordinances. Revisions to the traffic control plan were subsequently implemented to improve work-zone safety, provide the contractor with additional working space, and facilitate more efficient construction while minimizing impacts to the traveling public.

•                     Following construction, City and NTMWD staff reviewed the contractor’s proposed repaving plan and identified several revisions necessary to address existing conditions in areas adjacent to the pipeline installation. Additional coordination and technical support are therefore needed to reconcile the permanent paving quantities and finalize the paving requirements for Dolphin Drive, Pitman Drive, and Custer Road in accordance with the City’s requirements
