PURPOSE
Due to the long lead time for large valves (estimated 42 weeks), NTMWD recommended beginning the procurement and manufacture of the 60-inch and 72-inch butterfly valves before bidding and selecting a general contractor for this project. This will allow NTMWD to have the valves delivered to the project site during the next shutdown season, allowing the contractor to perform the installation when water demands are lower.
RECOMMENDATION
The Executive Director, NTMWD staff and Pape-Dawson Consulting Engineers, LLC recommend the Board of Directors authorize the award of a contract as follows:

BACKGROUND
The Wylie WTP Complex has insufficient pipeline isolation capabilities, which limit the ability to shut down facilities for proper maintenance. NTMWD staff have identified valves that need to be immediately repaired or replaced in support of upcoming projects and future isolation needs for maintenance activities. Valve failures can significantly impact plant operations and treatment capacity, thereby posing a risk to NTMWD’s ability to meet customers’ demands.
PROJECT PURPOSE
• Project No. 101-0528-19, the High Service Pump Stations 2-2 and 2-3 Control Valve Improvements, cannot proceed due to the identified leaking valves and insufficient isolation capabilities.
• On September 25, 2025, the Board of Directors approved Administrative Memorandum No. 25-6184 to authorize an engineering services agreement with Pape-Dawson Consulting Engineers, LLC for the design of this project.
PROJECT COMPONENTS
• Removal of 60-inch butterfly valve ISO-011 and its interconnection pipe between the North Garland Pipeline No. 2 Phase I pipeline and High Service Pump Station 2-1 discharge pipeline
• Replacement of a 72-inch butterfly valve (ISO-112) in a more suitable location and the addition of a new 72-inch butterfly valve on the North Garland Pipeline No. 2 Phase I pipeline
• Replacement of the 60-inch butterfly valve ISO-002 and the addition of a new 60-inch butterfly valve on the North Garland Pipeline
• Replacement of the 60-inch butterfly valve ISO-003 on the interconnect between the North Garland Pipeline and the North Garland Pipeline No. 2 Phase I pipeline

One VAG valve is currently in service in the NTMWD conveyance system, and additional VAG valves have been purchased for future installation by NTMWD Facilities Services. Pape-Dawson Consulting Engineers, LLC recommends VAG valves, which meet the specified requirements.
Based on their standing as the lowest responsible bidder, the information provided, and reports by the supplied references, the NTMWD staff and Pape-Dawson Consulting Engineers, LLC recommend award of the contract to VAG, USA, LLC.
INTERNAL INSPECTION SERVICES
NTMWD will authorize inspection services with the upcoming general contractor contract Administrative Memorandum. No inspections are expected to be needed before that time.
FUNDING
Funding to VAG USA LLC in the amount of $556,042 is to be made available in the Regional Water System Capital Improvement Fund.
