PURPOSE

The Texas Department of Transportation (TxDOT) is preparing to widen Farm-to- Market Roads 1641 (FM 1641) and 741 (FM 741).  Project limits for FM 1641 are from FM 548 to FM 148.  Project limits for FM 741 are from US 175 to Sunnybrook Drive. These TxDOT projects will encroach on existing NTMWD water lines and easements, requiring the relocation or protection of water lines, valves, and other facilities to alleviate conflict with the roadway expansion.

This construction contract, Work Package A, is for construction of the required relocations and protections of NTMWD pipelines along and crossing FM 1641 and FM 741. A separate work package for NTMWD pipeline relocations at US 380 will be awarded at a future date.

BACKGROUND

•                     TXDOT is planning various road improvements in Collin and Kaufman Counties that will encroach on existing NTMWD water line easements, creating conflicts with NTMWD water pipelines, valves, and vault structures, and these conflicts require varying degrees of relocation or protection.

•                     Administrative Memorandum No. 5881 authorized the design for these multiple relocations associated with TXDOT expansions was completed under a single design effort with Halff Associates, Inc. (Halff).

•                     To facilitate the timing and material availability among the multiple sites, the construction activities are separated into construction two work packages. Package A is the first of two packages on NTMWD Project No. 101-0619-22.

PROJECT PURPOSE

•                     Work Package A refers to work along FM 1641. An existing 20-inch NTMWD pipeline and one delivery point site are impacted by TXDOT’s expansion of FM 1641.   Work Package A also includes work along FM 741, where the expansion of FM 741 affects an existing 84-inch NTMWD pipeline at two crossing locations.

•                     This project maintains the protection of existing infrastructure through the relocation of pipelines and a delivery point site in conflict and protection of pipelines by extending the protective casings for existing NTMWD water lines at road crossings where TXDOT is expanding their right-of-way limits.

PROJECT COMPONENTS

•                     Construction of 9 separate segment replacements for the existing 20-inch water pipeline encompassing approximately 324 linear feet (LF) of pipeline and the relocation of 16,700 LF of existing 20-inch water pipeline.

•                     Replacement of an existing meter vault

•                     Relocation of two cathodic test stations to existing 108-inch tunnel liner plate for two crossings of the existing 84-inch NTMWD pipeline where TXDOT’s right-of-way limits are expanding.

TABULATION OF BIDS

Sealed bids for construction were received at 2:00 p.m. on Thursday, September 17, 2026, as tabulated below:
