Authorize funding in the amount of $2,971,162 to Sundt Construction, Inc. for Amendment No. 3 to the Construction Manager At-Risk (CMAR) Agreement and authorize internal inspection services in the amount of $215,400 for the Wylie Complex Filter Improvements project for work related to Work Authorization No. 2.

PURPOSE

 

The CMAR has submitted a Cost of Work Proposal for Work Authorization No. 2 for the underdrain construction services at Wylie WTPs I and IV, and the procurement of pipe modification and underdrain materials.  Future amendments will be presented to the Board as remaining work packages are developed, procured, and evaluated.

 

RECOMMENDATION

 

The Executive Director and NTMWD staff recommend the Board of Directors authorize the Executive Director to execute Amendment No. 3 to the Construction Manager At-Risk as follows:

BACKGROUND

 

                     In December 2022, the Board of Directors approved Administrative Memorandum No. 5880 to authorize preliminary engineering services to Carollo Engineers, Inc. (Carollo). This included a condition assessment as well as a pilot study to determine the best media size and chemical constituents to optimize the performance of the filters.

                     In February 2025, the Board of Directors approved Administrative Memorandum No. 25-6112 to authorize the final design services for this project to Carollo Engineers, Inc.  This scope included the development of standard details for underdrain cleaning, underdrain replacement, media replacement, installation of Integral Media Support (IMS) caps, and access modifications to the effluent piping. 

                     In September 2025, the Board of Directors approved Administrative Memorandum No. 25-6185 to authorize a Construction Manager At-Risk agreement with Sundt, which included preconstruction and procurement services.

                     In April 2026, the Board of Directors approved Administrative Memorandum No. 26-6253 for Work Authorization No. 1.

 

PROJECT PURPOSE

                     Design and construct filter repairs and improvements to maintain continued service, and to improve capacity after conversion to Biologically Active Filtration.

 

 

PROJECT COMPONENTS

                     The design for filter improvements for Wylie Water Treatment Plant (WTP) II Filter Nos. 11 and 31 and WTP III Filter No. 26, designed by JQ Infrastructure, LLC under Project No. 101-0517-18, will be used.

                     Plans developed by Carollo will be used for the remainder of the project.

                     Install underdrain access at Plant II and Plant III and inspect filter underdrains at all four plants.

                     Rehabilitate up to 18 filters by using one of the following approaches:

o                     Removal of media and installation of IMS caps, replacing sand and anthracite with optimally sized media

o                     Removal of media, flushing the underdrains, installing IMS caps, replacing the sand and anthracite with optimally sized media

o                     Removal of media, rebuilding the underdrains with IMS caps, replacing the sand and anthracite with optimally sized media

                     Filter wall coating.

                     Structural Modifications and Repairs (as determined through Field Inspections).

                     Repair or replacement of valves (as determined through Field Inspections).

 

Work Authorization No. 2:

                     Plant I and Plant IV underdrain inspection construction services

                     Procurement of pipe modification materials for 33 filters

                     Procurement of IMS caps for 5 filters

                     Shipping, delivery, receipt, and storage of materials listed above

                     Includes an Owner’s contingency for costs that the CMAR cannot anticipate due to portions of the work that are currently inaccessible and for escalation of material cost if the procurement is not approved by NTMWD within a prescribed time.

 

The total 90% CMAR estimate for this work authorization, included herein, totaled $2,971,162 with one hundred and thirteen (113) additional days to reach substantial completion.

 

To determine Work Authorization No. 2 associated with this Amendment No. 3, the following table details the costs of the bid work package, CMAR Construction Support Costs, CMAR Contingency, and the CMAR fee.

INSPECTION SERVICES

 

NTMWD will utilize its own inspection staff to cover all inspection tasks.  The costs to the NTMWD related to this internal inspection coverage for 12-month construction duration is approximately $215,400.

Funding in the amount of $2,971,162 to Sundt Construction, Inc. and $215,400 for NTMWD Internal Inspection Services is to be made available in the Regional Water System Construction Funds.
