PURPOSE

 

This project is designed to address water quality issues in the area of the Transmission System where waters from the Wylie Water Treatment Plant (WTP) and the Tawakoni WTP come together and intermingle (mixing zone).  This will be accomplished by adding isolation that can be remotely operated to control the direction of flow based on system demands. The location of the valves will fall within TxDOT right of way for US Hwy 80.

 

RECOMMENDATION

 

The Executive Director, NTMWD staff and Teague, Nall, and Perkins, Inc. (TNP) recommend the Board of Directors authorize the award of a contract as follows:

BACKGROUND

 

                     The Texas Department of Transportation (TxDOT) is planning various road improvements in Dallas, Rockwall, and Kaufman Counties that will encroach on existing NTMWD water line easements. 

                     These encroachments create conflicts with NTMWD water pipelines, valves, and vault structures, requiring varying degrees of relocation or protection. 

                     The design for these multiple relocations associated with TxDOT expansions was completed under a single design effort, but to facilitate timing or material availability among the multiple sites, the construction activities are separated into eight construction work packages. 

                     One of the eight packages, designated as 607E, is within the area of concern for TxDOT. It was originally anticipated that sections of NTMWD water transmission line would need relocation, but after further examination, NTMWD pipeline is not in conflict with TxDOT’s proposed roadway improvements.

                     Project 607E addresses water quality issues in the mixing zone of Wylie and Tawakoni systems, which manifests itself during certain system demand and seasonal conditions.

                     This project will add remotely operated isolation valves that allow NTMWD Water Operations to control the direction of flow in the transmission line to maintain water quality in the area.

                     The location of the valves fall within TxDOT right of way but are not impacted by the road improvements. This project is a betterment to the existing NTMWD facilities. As an enhancement, it is not eligible for reimbursement under TxDOT guidelines.

                     Six work packages are currently in construction or have been completed. One work package is still in design and will be a separate recommendation to the Board in the future. This recommendation addresses the work package designated as 607E. 

                     Work packages are delineated by TxDOT project limits. 

 

 

 

 

 

 

PROJECT PURPOSE

                     Provide for simplified isolation at certain points of the South Transmission System to manage potential water quality concerns due to mixing of waters from the two water treatment plants.  Motor actuations capable of operation from the Wylie WTP Control Room would be added to two existing isolation valves to allow for selective mixing or isolation depending on changing demand and seasonal conditions. 

 

 

PROJECT COMPONENTS 

                     Addition of electric valve actuators and related monitoring and control on the existing 24-inch and 42-inch butterfly valves.  Access vaults would also be provided at each valve to protect and provide reasonable access for repair or maintenance of the actuator components.

LOWEST RESPONSIBLE BIDDER HISTORY

 

JBM Excavation, LLC (JBM) has successfully completed or is currently in construction on the following projects referenced in their bid submittal:

 

                     NTMWD Project No. 101-0442-16, North System Air Valve Improvements, Phase II (currently in construction)

 

                     Hypochlorite General, City of The Colony, Texas - Construction Amount - $588,641

 

                     Arrowhead Estates LLC, City of Sanger, Texas - Construction Amount - $727,620

 

                     Berkshire Townhomes, LLC, City of Sanger, Texas - Construction Amount - $2,154,340

 

 

 

The relative amounts of the three bids and the Engineer’s OPCC presented questions on JBM’s full understanding of the scope and whether all work has been considered.  In discussions with JBM, it was discovered that their bid assumed the utilization of a supervisory control and data acquisition (SCADA) integrator that had not been listed as an approved option in the advertisement documents. This non-qualified integrator provided pricing for inclusion in JBM’s bid that was very low and is likely lacking in key project requirements.

 

After becoming aware of this, JBM contacted one of the qualified integrators listed in the design documents to solicit their price for the integration component and have since  confirmed their stance to deliver the project under the Bid provided.

 

Based on their standing as lowest responsible bidder, the information provided, and reports by the supplied references, the NTMWD staff and TNP recommend award of the contract to JBM Excavation, LLC.

 

INTERNAL INSPECTION SERVICES

 

NTMWD will utilize its own inspection staff to cover all inspection tasks.  The costs to the NTMWD related to this internal inspection coverage is approximately $94,500.

 

FUNDING

 

Funding in the amount of $446,140 to JBM Excavation LLC and $94,500 for NTMWD internal inspection services is to be made available from the Regional Water System Capital Improvement Fund.
