Adopt Resolution No. 26-37 establishing the Operations Policies Manual and repealing and abolishing prior obsolete individual policies.

PURPOSE

 

The Operations Policies Manual is proposed to consolidate, update, and organize existing operations-related policies into a single, cohesive document. This resolution also repeals and abolishes prior policies not carried over in the proposed manual. 

 

 

RECOMMENDATION

 

The Executive Director and NTMWD staff recommend the Board of Directors adopt Resolution No. 26-37, “A Resolution Adopting the Operations Policies Manual and Replacing and Abolishing Prior Obsolete Policies.”

BACKGROUND

 

Before 2015, the District had over thirty-five individually adopted policies covering a wide range of subjects. In 2014, NTMWD undertook an effort to update and consolidate existing District Policies into a series of manuals based on related subjects. Since 2014, the Board has adopted several policy manuals. These include:

                     Personnel Policies Manual (adopted April 2015)

                     Administration and Finance Policies Manual (adopted April 2016; replaced September 2023)

                     Board Policies Manual (adopted August 2017)

                     Administration Policies Manual (adopted September 2023)

                     Finance Policies Manual (adopted September 2023)

 

Currently, fourteen individual policies remain in effect outside the adopted policies manuals. These policies relate to operational subjects.

 

Following a similar process used to develop the other manuals, staff undertook an effort to consolidate, update and organize the remaining individual policies into an Operations Policies Manual. The draft Operations Policies Manual is organized into the following sections and subsections:

o                     2.7 Shoreline Management Plan

                     SECTION 3: WASTEWATER SYSTEM

o                     3.1 Wastewater System Overview

To ensure clarity and consistency, each operations committee reviewed its relevant subsections and provided a recommendation. The Finance Committee reviewed each subsection related to fees, rates and charges (2.2, 3.2 and 4.2). The Real Estate Committee reviewed subsections related to real estate and land management (1.5, 1.6 and 2.7). Lastly, the Policy Committee reviewed all remaining subsections (1.1, 1.2, 1.3, and 1.4), as well as the Operations Policies Manual as a whole.

 

On August 12, 2026, the Policy Committee recommended adopting the Operations Policies Manual and repealing and abolishing obsolete policies.

 

This item includes an attached list of the prior policies and their location within the Operations Policies Manual or their abolishment.
