Adopt Resolution No. 26-21 authorizing the execution of an Interlocal Cooperation Agreement (ILA) between the North Texas Municipal Water District and the City of Farmersville (City) to authorize the City’s contractor to install 100 linear feet (LF) of 68-inch steel casing across Farmersville Parkway in exchange for a stub-out and valves on NTMWD’s proposed waterline for the City’s future connection point.

PURPOSE
The City of Farmersville is currently expanding Farmersville Parkway. Installation of the casing at this time by the City’s contractor will result in cost savings to NTMWD and avoid future tunneling of the roadway. In consideration, NTMWD will install a stub-out and valves on the proposed waterline to facilitate a more efficient and cost-effective future connection for the City.
RECOMMENDATION
The Executive Director and NTMWD staff recommend the Board of Directors authorize the Executive Director to execute an ILA as follows:
1) Authorize the Executive Director to execute an Interlocal Cooperation Agreement with the City of Farmersville, Texas.
2) Adopt Resolution No. 26-21 “A Resolution Authorizing the Executive Director to Execute an Interlocal Cooperation Agreement Between The North Texas Municipal Water District and The City Of Farmersville Regarding Modifications to NTMWD’S 48-inch Leonard Treated Water Pipeline to Farmersville Delivery Point Waterline”.

BACKGROUND
In June 2025, the Farmersville City Council authorized a project to improve and expand Farmersville Parkway. In November 2025, Farmersville staff contacted NTMWD regarding the roadway expansion, NTMWD’s future waterline, and Farmersville’s future delivery point.
This coordination supports both local and regional infrastructure improvements and demonstrates continued collaboration between NTMWD and local municipalities.
INTERLOCAL COOPERATION AGREEMENT
The Interlocal Cooperation Agreement (ILA) is attached. General notable terms are as follows:
• The City of Farmersville’s contractor will install approximately 100 linear feet of 68-inch (minimum inside diameter) steel casing for NTMWD’s future waterline between stations 611+34 and 612+31. The casing will be installed within City-owned Farmersville Parkway right-of-way per approved construction plans and specifications dated December 15, 2025.
• NTMWD shall install a stub-out and valves on NTMWD’s future waterline at station 349+04 for the future connection of a waterline to deliver potable water to the City’s Project. The stub-out and valves will be installed within NTMWD’s 60-foot waterline easement per approved construction plans and specifications dated April 14, 2026.
The Farmersville City Council approved this agreement and authorized execution on May 4, 2026.
