PURPOSE
This Change Order No. 7 authorizes the contractor to increase the depth of excavation and tunnel installation across Bloomdale Lake and modify adjacent lengths of piping tying into the tunnel portion. The change order also captures a sewer relocation scope deletion and credit. Additional contractual time is to be added.
RECOMMENDATION
The Executive Director, NTMWD staff, and HDR Engineering, Inc. recommend the Board of Directors authorize a construction change order as follows:

BACKGROUND
PROJECT PURPOSE
• In order to adequately meet future demand, improve system pressures, and improve the transfer of treated water from the Leonard Water Treatment Plant (WTP) into the western area of NTMWD’s transmission system, the addition of a 72-inch water transmission pipeline from the McKinney Delivery Point No. 4 to the McKinney’s Delivery Point No. 3 is required.
• The new pipeline will provide a major loop in the north transmission system and enhance the movement and reliability of water to the remote parts of the western system currently experiencing increased demands due to growth.
PROJECT COMPONENTS
• Construction of 40,000 linear feet (LF) of 72-inch diameter water transmission steel pipeline, including all fittings, valves, and appurtenances.
• Installation of approximately 6,800 LF of 72-inch diameter tunnel pipe by trenchless methods under roadways and waterways.
PROPOSED CHANGE ORDER
• To address deeper than expected underground rock strata and provide adequate safe cover over the contractor’s tunneling activities, the tunnel under Bloomdale Lake will be approximately 12-feet deeper. To increase constructability of the portions of pipeline within the tunneled section, modification to the open-cut portion of pipeline is also required.
• Current substantial completion date shall be extended 60 days, and final completion date shall be extended 90 days.
• Due to the extension of the piping tunnel, relocation of an existing sewer line is no longer needed and subsequent credit is due.
