PURPOSE

 

This action authorizes the execution of an Interlocal Agreement between the Tarrant Regional Water District (TRWD), North Texas Municipal Water District (NTMWD), and the City of Dallas (Dallas). The agreement formalizes a framework for continued cooperation and future agreements on water supply and water quality matters.

 

 

RECOMMENDATION

 

The Executive Director and NTMWD staff recommend the Board of Directors adopt Resolution No. 26-39, “Resolution Authorizing the Execution of an Interlocal Agreement Between the Tarrant Regional Water District, North Texas Municipal Water District, and the City of Dallas Regarding Regional Water Supply Cooperation and Interconnectivity.”

BACKGROUND

 

                     The Tarrant Regional Water District (TRWD), the City of Dallas (Dallas), and the North Texas Municipal Water District (NTMWD) each provide essential water supply and transmission services to customers in the North Texas region and share a common mission to support regional growth, economic development, and quality of life

 

                     Water demands across North Texas continue to grow, though at differing rates among service areas, with demand growth partially moderated through successful conservation and reuse efforts

 

                     TRWD, Dallas and NTMWD (the “Parties”) have made significant investments in water supply sources, conservation programs, reuse systems, treatment facilities and transmission infrastructure, and desire to maximize the value of those investments

 

                     The Parties have historically collaborated on water supply and water quality matters

 

                     The Parties water supply systems and strategies increasingly overlap and present opportunities for greater coordination and collaboration

 

                     The Parties recognize that cooperation and proactive planning can reduce costs to customers, extend existing water supplies, monetize temporary surplus water and infrastructure capacity, and defer the need for costly capital projects

 

                     The Parties desire to enter into an interlocal agreement to formalize a framework for continued cooperation and future agreements on water supply and water quality matters
