BACKGROUND
The Wylie Water Treatment Plant Complex has many valves of varying age and condition. Leaking valves and insufficient isolation capabilities limit the ability to shut down basins or processes while maintaining service. Valve failures have the potential to greatly impact plant operations and treatment capacity. NTMWD staff have identified valves that need to be immediately repaired or replaced in support of upcoming projects. These valves will improve the isolation capability of High Service Pump Station (HSPS) 2-2 & 2-3 and the immediate segments of the North Garland 60-inch pipeline and the North Garland Pipeline No. 2 Phase I 72-inch pipeline. This project will also allow maintenance of service to the North Garland System with HSPS 2-2 & 2-3 out of service, which will improve the ability to maintain the pump stations.
On May 28, 2026, the Board of Directors authorized funding in the amount of $556,042 to VAG, USA, LLC for a contract to procure the large-diameter valves for this project. (Administrative Memorandum No. 26-6267) This contract will be assigned to Felix Construction Company.
PROJECT PURPOSE
• Enable the isolation of HSPS 2-1, 2-2, & 2-3, the North Garland 60-inch and North Garland 72-inch pipelines to facilitate future maintenance and construction projects.
• The Valve Condition Assessment and Asset Management Plan are critical to maintaining the reliability and resiliency of the Wylie Water Treatment Plant Complex.
PROJECT COMPONENTS
• Perform the removal of valve ISO-011 and closure of pipe segments.
• Disable valve ISO-112 and install a new valve further downstream to enable future access for maintenance.
• Replace valves ISO-002 and ISO-003.
• Install a new 60-inch valve on the North Garland 60-inch pipeline downstream of the interconnect.
• Install a new 72-inch valve on the North Garland Pipeline No. 2 Phase I 72-inch pipeline downstream of the interconnect.
• Install necessary Blow-Off valves and Combined Air/Vacuum valves
