PURPOSE
The Conceptual Study will evaluate options for improving hydraulic and process performance and identifying condition-related deficiencies in the pre-treatment process equipment and structures. An additional consideration in evaluating improvement options will be sequencing of construction to limit the impact to plant production. The overall objective is to enhance the long-term reliability and resiliency of the Wylie Water Treatment Plant II and to extend the facility's service life.
RECOMMENDATION
The Executive Director and NTMWD staff recommend the Board of Directors authorize the Executive Director to execute an engineering services agreement (ESA) as follows:

BACKGROUND
• The Wylie Water Treatment Plant (WTP) II is a 280 million gallon per day (MGD) treatment facility within the 840 MGD Wylie WTP complex. The facility, which is between 40 and 60 years old, is experiencing condition-related deficiencies, hydraulic limitations, and pretreatment performance challenges that affect overall performance.
• A hydraulic evaluation is needed to identify causes of flow distribution imbalances and hydraulic limitations that currently restrict the Wylie WTP II capacity.
• Evaluation of potential pre-treatment process enhancements will identify measures to increase treatment efficiency, improve finished water quality, and provide greater operational flexibility.
• Condition assessments are needed to identify age-related structural and other deficiencies, e.g., mechanical, electrical, etc. and recommend improvements to extend the WTP service life.
PROJECT PURPOSE
• Develop a Conceptual Study proposing hydraulic and process improvements along with identifying condition-related deficiencies to enhance the long-term reliability and resiliency of Wylie WTP II and extend the facility’s anticipated service life.
• The planning level estimated construction cost is $144,140,000. This cost will be updated as results from this effort and path forward is further defined.
PROJECT COMPONENTS
• Update and refinement of the existing hydraulic model of WTP II to help in identifying the causes of flow distribution imbalances and determine hydraulic limitations that currently restrict the Wylie WTP II capacity. The model will support the evaluation and development of alternatives.
• Process assessment of the pre-treatment train and chemical systems for coagulant, polymer, and fluoride. A technical memorandum will be prepared outlining recommended alternatives to improve the WTP performance, increase operational flexibility, and restore the facility to its permitted treatment capacity.
• Desktop-level structural condition assessments will be conducted for the pre-treatment units, filters, ozone systems, and facilities that are hydraulically or structurally connected to these processes to identify required improvements. Special Services are included in the case specific structural concerns warrant further evaluation and are subject to approval by NTMWD staff. Desktop-level mechanical, electrical, instrumentation, and control condition assessments will be conducted to identify and evaluate condition-related deficiencies. A technical memorandum will document the identified deficiencies and provide recommended actions to address them.
• Up to three alternatives will be recommended based on cost, constructability, schedule, and the ability to maintain the WTP operations during construction.
• A Capital Improvements Plan will be prepared based on the recommended alternative documenting the proposed projects, schedule, project delivery method, funding alternatives, and an opinion of probable construction cost (OPCC).

CONSULTANT SELECTION PROCESS
A total of three engineering firms, Black & Veatch Corporation, Jacobs Engineering Group, Inc. and Freese and Nichols, Inc., were interviewed, and Jacobs Engineering Group, Inc. was deemed the most highly qualified firm for this project.
