PURPOSE
This project includes pump and electrical improvements, odor control upgrades, and replacement of assets at the existing Preston Road Lift Station that have reached the end of their useful life. These improvements address needs identified in the wastewater conveyance lift station condition assessment program and Upper East Fork capacity assurance study to meet the projected long-term operating needs in the Upper East Fork Interceptor System.
RECOMMENDATION

BACKGROUND
PROJECT PURPOSE
• Improvements and replacement of assets that have reached the end of their useful life as recommended in the Lift Station Condition Assessment Report.
• The design report recommends an asset optimization approach to meet long-term capacity needs while addressing the condition of existing assets. This construction project will upgrade the existing pumps and provide a new electrical building and equipment adequate for long-term needs.
• Future related construction projects include the replacement and upgrade of a portion of the existing 121 force main that experienced multiple pipeline breaks, a new influent junction structure, and peak flow management options, to achieve the long-term capacity needed for the planned growth in the Upper East Fork Interceptor System.
PROJECT COMPONENTS
• Replace pumps, adjustable frequency drives (AFD), and selected suction and discharge piping and valves.
• New electrical building and main electrical equipment.
• Modify the existing electrical room to house the new AFDs.
• By-pass connections for the Preston Road Force Main and the 121 Force Main.
• Odor control improvements
• Heating, ventilation, and air conditioning (HVAC) system improvements
• Site civil and landscaping improvements

Based on their standing as the lowest responsible bidder, the information provided, and reports by the supplied references, the NTMWD staff and HDR Engineering, Inc. recommend the award of the contract to Red River Construction Co.
ENGINEERING SERVICES AGREEMENT
Engineering services during construction for the Preston Road Lift Station Expansion project are based on a planned 36-month construction duration in the amount of $764,712 and includes third-party materials testing and special inspection required by the City of Plano.
• Monthly project management and coordination
• Review of shop drawing submittals, request for information, proposed change order, and operation and maintenance (O&M) manuals
• Review contractor’s monthly progress payment requests
• Site visits and construction meetings
• Startup assistance and substantial and final completion inspection
• Development of record drawings and updated equipment list
• Participate in factory witness testing
• Third-party materials testing and special inspections
INTERNAL INSPECTION SERVICES
NTMWD will utilize its own inspection staff to cover all inspection tasks. The cost to the NTMWD related to this internal inspection coverage is approximately $640,000.
FUNDING
Funding in the amount of $17,132,500 to Red River Construction Co., $764,712 to HDR Engineering Inc. and $640,000 for NTMWD internal inspection services is to be made available utilizing the Upper East Fork Interceptor System Extendable Commercial Paper (ECP) Program as the appropriation source; issuance of ECP notes will occur as cash needs arise.
