PURPOSE

 

The existing 24-inch force main is limiting the capacity of Forney Mustang Creek Lift Station to 12 million gallons per day (MGD). A new force main and expansion of the lift station to 30 MGD are needed to meet the growth projections of the City of Forney.

 

 

RECOMMENDATION

 

The Executive Director, NTMWD staff and Hazen and Sawyer recommend the Board of Directors authorize the award of a contract as follows:

BACKGROUND

 

PROJECT PURPOSE 

 

                     The Forney Mustang Lift Station’s firm capacity is limited to 12 MGD due to the size of the existing discharge force main that conveys flow to the South Mesquite Regional Wastewater Treatment Plant (RWWTP).

                     The City of Forney has requested to increase the capacity of the Forney Mustang Lift Station to 30 MGD to meet projected flows beyond 2030 due to growth in their service area.

                     A new force main from the Forney Mustang Creek Lift Station to the Buffalo Creek Lift Station is necessary to increase conveyance capacity in the Forney Mustang Creek System to 30 MGD.

                     The Buffalo Creek Parallel Force Main project, currently in design as NTMWD Project No. 507-0640-24, is evaluating options to convey flow from the Buffalo Creek Lift Station to the South Mesquite RWWTP. 

 

PROJECT COMPONENTS

 

                     Install approximately 16,150 linear feet of 42-inch force main pipeline including all associated valves, fittings, odor control systems and other appurtenances. 

                     Install two additional pumps including all associated mechanical, electrical, heating, ventilating, and air conditioning (HVAC), and site improvements at the Forney Mustang Creek Lift Station.

Based on their standing as lowest responsible bidder, the information provided, and reports by the supplied references, the NTMWD staff and Hazen and Sawyer recommend award of the contract to McKee Utility Contractors, LLC.

 

INTERNAL INSPECTION SERVICES

 

NTMWD will utilize its own inspection staff to cover all inspection tasks.  The costs to the NTMWD related to this internal inspection coverage is approximately $836,220.

 

FUNDING

 

Funding in the amount of $20,084,624 to McKee Utility Contractors and $836,220 for NTMWD internal inspection services is to be made available from the Forney Mustang Creek Interceptor System Construction Funds.
