PURPOSE
NTMWD sold two tracts of land as surplus property from the Exchange Parkway Ground Storage Tank (GST) site for development within the City of Allen. Neither tract has access to electricity. Oncor can provide power from an existing transformer by means of an underground power line to be located within an unimproved portion of the GST site.
RECOMMENDATION
The Executive Director and NTMWD staff recommend the Board of Directors:
1) Authorize the Executive Director to execute a permanent easement with Oncor Electric Delivery Company, LLC (Oncor); and,
2) Adopt Resolution No. 26 - 31, “A Resolution for Conveyance of Property at the North System Exchange Parkway Ground Storage Tank Site in the form of a Permanent Easement to Oncor Electric Delivery Company, LLC, Project No. 101-0385-15.”

BACKGROUND
PROJECT PURPOSE
• The purpose of this consent agenda item is to request authorization for the Executive Director to execute a permanent easement with Oncor Electric Delivery Company, LLC (Oncor).
• Approximately 2 acres of land at the North System Exchange Parkway Ground Storage Tank (GST) site were declared surplus to the needs of NTMWD and authorized for Sale by public bid in July 2019, Resolution 19-34.
• In February 2023, the board authorized the sale of 1.25 acres out of the approx. 2-acre tract to the City of Allen, Resolution 23-03, which conveyed in August 2023.
• The remaining 0.7686 acres were sold by public bid in 2024, conveying in 2025.
• Neither site has existing access to electricity.
• The 0.7686-acre site is now being developed.
• Oncor can provide power by tunneling under an unimproved portion of the GST site to connect to a transformer.
• Proposed easement location does not impact NTMWD operations, and NTMWD has no objections to the request.
NTMWD staff has analyzed the requested property site and determined that no detrimental effects will impact its daily operations due to this conveyance.
