Adopt Resolution No. 26-36 authorizing the use of Construction Manager At-Risk (CMAR) project delivery method for the Leonard Water Treatment Plant Phase III expansion project.

PURPOSE

 

The use of the CMAR delivery method will provide best value to NTMWD given the multi-phased construction approach for Leonard Water Treatment Plant (WTP) Phase III expansion. CMAR project delivery provides a distinct advantage of early identification and procurement of major construction materials and equipment that have traditional long lead times for configuration approvals, fabrication, and delivery to the project site. Items with long lead time specific to this project include process equipment, large diameter pipes and valves. This delivery approach allows the procurement process to progress concurrently with the detailed design, which helps compress the project’s schedule.  Using CMAR for the Leonard WTP Phase III expansion will promote cost certainty and cost transparency for NTMWD while leveraging CMAR inputs during the design phase to identify and manage project risks. 

 

RECOMMENDATION

 

The Executive Director and NTMWD staff recommend the Board of Directors adopt Resolution No. 26-36, “A Resolution authorizing the use of this alternative delivery approach in accordance with Texas Government Code Chapter 2269, Contracting and Delivery Procedures for Construction Projects.”

BACKGROUND

The Leonard WTP treats raw water from Bois d’Arc Lake. Plans are underway to provide additional raw water from Lake Texoma to supplement the water rights from Bois d'Arc Lake. The master planning for future expansions of Leonard WTP is for an ultimate capacity of 280 million gallons per day (MGD). The initial Phase I Leonard WTP development, completed in 2023, provided a capacity of 70 MGD. Following a re-rating approval by the Texas Commission on Environmental Quality (TCEQ) in 2025, the Leonard WTP Phase I now has a production capacity of 81 MGD. Phase II, which is currently under construction, will increase the production capacity of the plant to 150 MGD. The projected demand growth in the service area of Leonard WTP calls for the facility to have an increased treatment capacity of 210 MGD no later than Spring 2031.

 

                     In August 2024, the Board approved Administrative Memorandum No. 24-6047 authorizing conceptual engineering design for the Leonard Water Treatment Plant Phase III expansion Project. The project delivery evaluation conducted during the conceptual engineering analysis has recommended CMAR delivery approach for the Phase III expansion. The conceptual design level estimated opinion of probable construction cost to achieve 210 MGD production capacity is $457,449,000.

                     In March 2026, the Board approved Administrative Memorandum No. 26-6245 authorizing preliminary engineering design for the Leonard Water Treatment Plant Phase III expansion project. Preliminary engineering design is in progress, and final design will begin afterward.

 

PROJECT COMPONENTS

                     This action seeks the Board’s authorization for the use of the alternative delivery approach for this project.

                     Future recommendations for final design services for this expansion project will be presented at a later date.

                     Future actions regarding selection of a CMAR and Authorization of CMAR Preconstruction and Procurement Services will be presented later. Other subsequent recommendations associated with construction Work Packages will also be brought to the Board for consideration later.
