title

Resolution of Intent for Additional Surface Water Supply Opportunities; Resolution No. 26-46

end

SUBJECT

recommendation

Adopt Resolution No. 26-46 authorizing the Executive Director to take actions that may be necessary to identify, facilitate, support, and/or pursue additional water supply opportunities that meet certain criteria.

end

PURPOSE

Growth within NTMWD Member Cities and Customers is increasing regional water demands over the entire water planning horizon. While regional water conservation efforts have reduced the amount of water that will be needed in the future, a combination of water supply strategies will be needed to meet future projected water demands. This resolution establishes baseline criteria for NTMWD to consider surface water supply development opportunities for long-term use from existing sources with volumes exceeding anticipated local needs.

RECOMMENDATION

The Executive Director, NTMWD staff, and Lloyd Gosselink Rochelle & Townsend, P.C.

recommend the Board of Directors adopt Resolution No. 26-46, “A Resolution of Intent for Additional Surface Water Supply Opportunities.”

Scope:

Resolution of Intent

BACKGROUND

•                     The North Texas Municipal Water District (NTMWD) provides essential water supply, treatment, and transmission services to customers in the North Texas region which supports regional growth, economic development, and quality of life.

•                     Water demand across the NTMWD service area continues to grow, with demand growth partially moderated through successful conservation and reuse efforts.

•                     NTMWD has made significant investments in water supply sources, conservation programs, reuse systems, treatment facilities and transmission infrastructure to meet increasing water demands in its service area.

•                     Additional water supply strategies and infrastructure are needed to meet future projected water demands in the NTMWD service area.

•                     The NTMWD Long Range Water Supply Plan and the 2026 Region C Water Plan identify several water management strategies intended to help meet future water demands.

•                     NTMWD is interested in exploring opportunities to partner with entities who have access to excess surface water supplies to make use of them when water supply development is reasonable and affordable.

•                     In general, NTMWD is interested in pursuing surface water supply development opportunities where the following criteria are met:

o                     The source of supply is water that may be underutilized and available for development

o                     Development of the supply is at a cost that is reasonable and affordable for NTMWD ratepayers

o                     Source of supply may be in-state or may originate in neighboring states

o                     Supply reliable volume should be sufficient to warrant anticipated raw water infrastructure investments (individually or in combination with other supplies) and provide a long-term reliable supply targeting 50 years or longer
