PURPOSE
The purpose of this project is to design and construct a fourth transfer station site that will be known as the Gateway Drive Transfer Station within the City of Frisco, to alleviate the current waste volumes experienced at the Custer Road Transfer Station from the City of Frisco and the other four NTMWD Regional Solid Waste System (RSWS) member cities.
RECOMMENDATION
The Executive Director and NTMWD staff recommend the Board of Directors authorize the Executive Director to execute an engineering services agreement (ESA) as follows:

BACKGROUND
• NTMWD owns and operates the Lookout Drive Transfer Station, the Parkway Transfer Station, and the Custer Road Transfer Station (Custer Road TS).
• The Custer Road TS is limited by its municipal solid waste permit issued by the Texas Commission on Environmental Quality (TCEQ) to accept a maximum of 1,900 tons of waste per day, including yard waste, and is more frequently approaching the permitted daily limit due to the growth of the RSWS Member Cities.
• The City of Frisco currently delivers 93 percent of its waste to the Custer Road TS, and the City’s tonnage is increasing annually.
• Administrative Memorandum No. 24-6063 authorized the filing of a permit application for the future Gateway Drive Transfer Station solid waste permit with the TCEQ and City of Frisco, and funding in the amount of $488,068 to Weaver Consultants Group, LLC, for an engineering services agreement for permitting the future Gateway Drive Transfer Station.
• Administrative Memorandum No. 25-6211 authorized an ESA for preliminary design of the future Gateway Drive Transfer Station to Weaver Consultants Group, LLC, in the amount of $233,570.
PROJECT PURPOSE
• Provide final set of plans for the Gateway Drive Transfer Station. Construction of the transfer station will alleviate the high current waste volumes experienced at the Custer Road Transfer Station.
PROJECT COMPONENTS
• Final design of a new solid waste transfer station on the property purchased by NTMWD, including all associated civil, landscaping, architectural, and structural components. Submission of building and civil construction documents to the City of Frisco for the acquisition of permits.
