Authorize award of a Construction Contract to Felix Construction Company in the amount of $12,194,000 and authorize additional services to Pape-Dawson Consulting Engineers, LLC (PD) in the amount of $537,000 for Engineering Services During Construction (ESDC) and authorize internal inspection services in the amount of $245,250 for the Wylie WTP Complex Valve Improvements project.

PURPOSE
The Contractor will remove, replace, or install the six (6) identified critical valves on the North Garland 60-inch pipeline and the North Garland Pipeline No. 2 Phase I 72-inch pipeline. These valves improve the isolation capability, operational flexibility, and resilience of the two pipelines.
RECOMMENDATION
The Executive Director and NTMWD staff recommend the Board of Directors authorize the award of a contract as follows:
